Yes I 100% agree - design and functionality go hand in hand. The question becomes… is it a good design and what’s more important? The statement here isn’t that they don’t go hand in hand, but that design precedes functionality and is >. Example of design trumping functionality:

You better believe that Laz-E-Boy is comfortable and functional. Do you want it in your living room… probably not. You’d be better off framing a pair of MC Hammer pants and hanging them on your wall.
